Obamacare was rammed into law with many intentions, one of which was to withhold its most negative aspects until after President Obama's re-election. This was planned to deter the likely consequence of millions of Americans losing their health care and getting thrown into a government health insurance pool. At the state level, health care exchanges are being set up by some, leaving lots of confusion and little time to act, causing a "massive, nine-month sprint" to get it worked out until the law kicks in.
